Basic & Advanced Training: NIST's UAS Standard Test Methods Training Courses

APSA is offering both the National Institute of Standards and Technology (NIST) Basic and Advanced sUAS Standard Test Methods Proctor Training Courses. In both courses, attendees will learn how to fabricate apparatuses, conduct trials, and embed them into their own training and credentialing programs.
The Basic Course covers two of the four different NIST “test lanes”: Basic Proficiency Evaluation for Remote Pilots (Part 107 qualification) and Open Test Lane. In addition, everyone who successfully completes the course will have the opportunity to become an APSA Basic Proficiency Evaluation for Remote Pilots (BPERP) flight evaluation proctor.
The Advanced Course addresses managing the NIST obstructed and confined test lanes, night operations, beyond visual line of sight (BVLOS) operations and embedding apparatus within scenarios. Ideally, attendees will have previously completed the APSA NIST Basic sUAS Standard Test Methods Proctor Training Course.
Both courses consist of 24 hours of classroom and hands-on flight instruction and evaluation at a cost of $575. Upcoming NIST courses scheduled to date are:

NYPD Adds New Subaru Bell Aircraft To Fleet

The New York Police Department (NYPD) Aviation Unit signed a purchase agreement for two Subaru Bell 412EPX aircraft. The two aircraft will be the ninth Bell product to join the agency’s rotorcraft fleet and will be configured for SAR missions. “The New York City Police Department is exceptionally pleased to add these high-quality aircraft to our fleet,” said NYPD Deputy Inspector Louis Soviero, commanding officer of the Aviation Unit. “As one of the first airborne law enforcement divisions in the world, the NYPD’s Aviation Unit performs air/sea search-and-rescue missions, tactical support, port security, counterterror operations, patrol functions, and more. This critical work deeply depends on the performance and reliability of our aircraft, and the NYPD is fully confident that today’s additions will improve our fleet and enhance our public safety mission.” Bell and NYPD share a long history dating back to 1948 when a Bell 47, the first Bell helicopter to be used as part of an airborne law enforcement team, joined the NYPD Aviation Unit. The NYPD currently operate two Bell 412EPs, a Bell 407 and four Bell 429s in service for a variety of missions, ranging from search and rescue at sea to gathering intelligence. GA Agency Approved to Start Drone as First Responder Program

The Brookhaven (GA) Police Department is now the first agency in the southeast to be authorized by the Federal Aviation Administration (FAA) to fly Beyond Visual Line of Sight (BVLOS) in an urban area. FAA regulations usually require drone operators to maintain a visual line of sight of drones at all times while in flight. The BVLOS authorization allows the department to fly drones to an emergency incident beyond the line of sight of the pilot.
“Our team has been hard at work since the first flight to get us to this point and we look forward to bringing this game-changing technology to more neighborhoods in our community”, says Brookhaven Police Chief Gary Yandura.
The Brookhaven PD’s DFR program is closely modeled after the Chula Vista (CA) Police Department’s internationally recognized DFR program. First launched in April 2021, Brookhaven Police’s use of drone technology allows the department to launch a drone to scenes inside a geofenced area from strategically placed launch areas. The drone arrives on the scene first 50% of the time with an average response time of fewer than two minutes. The drone’s camera transmits a live stream to officers allowing them to gain real-time situational awareness of events on the ground before arriving.

Governor Spotlights Nebraska State Patrol's Drone Program

Last month, Governor Pete Ricketts highlighted the Nebraska State Patrol’s innovative drone program. “The Nebraska State Patrol has continuously innovated through the years, finding new and improved ways to protect the public,” said Gov. Ricketts. “The agency’s drone program is a great example. Whether helping to investigate vehicle crashes or fight wildfires, the drones have proven to be major assets. I commend the State Patrol for its creative use of technology to better serve Nebraskans.”
NSP’s drone program launched a year ago. In its first year, drone operators have investigated 98 crashes. Using the drones has reduced the average time of road closure for a crash investigation from 2.5 hours to less than an hour. In addition to crash investigation, NSP has deployed its drones to assist with wildfire response. Aerial drones are able to pinpoint the hottest areas of a fire using thermal imaging. This data helps emergency managers effectively dispatch fire teams to douse the flames.
“Our drone program and the troopers who serve as pilots have been tremendous assets over the past year,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “This innovation is another example of how troopers and professional staff are constantly looking for new ways to serve the public. As we grow the program by training more troopers as drone pilots, we’re excited to see the heights it can reach as part of our continued mission to keep Nebraska safe.”

Georgia Agency Receives Mission-Ready Bell Helicopter

The Clayton County (GA) Police Department Aviation Unit received a new completed Bell 407GXi helicopter last month. The aircraft was customized in collaboration with Clayton County personnel and Wysong Enterprises’ technical staff.
The aircraft delivered was completed with a Wescam MX-10 Sensor System, Troll Downlink, Churchill ARS700, Luminator Orion Searchlight, Genesys Autopilot, Rhotheta radio surveillance system, Aircomm AC and heater system, AeroDynamix NVG modifications, AEM loud hailer, Donaldson inlet barrier filter, Macro-Blue display, various Garmin and PS Engineering mission capable systems and various AAI upgrades including new tinted windows, high visibility doors, polycarbonate windshields, sliding rear door kits, rappelling fixtures, and law enforcement instrument panel to name a few of the upgrades.
Wysong is currently working on the county’s Bell 206 as well. “From the initial meeting with their team of completion specialist to the delivery day of our Bell 407GXi, the Wysong team listened to our input and provided excellence at every step of the process,” said pilot John Croley and the department’s Aviation Manager. “The workmanship, technical expertise and customer service are second to none.”
Todd Reese serves as Clayton County’s Director of Maintenance. “The Clayton County Police Department has operated Bell aircraft for more than 25 years. The addition of this new Bell 407GXi to our current fleet will add more capabilities than we ever had before and will carry the Aviation Unit another 25 plus years. Wysong’s team helped to simplify a very complex police-capable helicopter completion. They easily met the intended delivery time and always made sure we had an open line of communication that ensured we were all on the same page,” said Reese.

Volusia County Orders Two Aircraft to Expand Its Fleet

The Volusia County (FL) Sheriff’s Office Aviation Unit has ordered two Bell 407GXi helicopters. This makes a total of five Bell 407 aircraft to serve in multi-mission special operations in their fleet. Operated out of DeLand Municipal Airport in Orlando, FL, the department’s Air One operates 24 hours a day, seven days a week, 365 days a year to support the aerial operations that include law enforcement, search and rescue, fire suppression and monitoring, and special missions such as SWAT team fast rope insertions.
“For more than 20 years, Air One has relied on the Bell 407 to complete life-saving missions in Volusia and other neighboring counties,” said VCSO Captain Richard Fortin, Special Services Law Enforcement Operations Division. “The Bell 407GXi was Air One’s choice aircraft when looking at growing our fleet and expanding our mission efficiency.” “Air One relies on high-performing and reliable aircraft around the clock,” said Lane Evans, managing director, Bell North America. “In addition to other performance enhancements, the Bell 407GXi delivers better hot and high performance and increased higher precision navigation, both critical to Air One’s mission portfolio.”

APSA conducts regularly scheduled online meetings for safety officers, maintenance technicians, SAR and Natural Resources personnel, and UAS operators that you can join using your computer, mobile device or phone. To facilitate this, the UAS, Safety Officer and Maintenance Technician Meeting Groups meet once every two months, and the SAR Personnel and Natural Resources Meeting Groups meet quarterly.

Virginia State Police Receives Multi-Mission Bell Aircraft

United Rotorcraft recently delivered a Bell 412EPI helicopter to the Virginia State Police Aviation Division with a new multi-mission equipment package to support Helicopter Emergency Medical Services (HEMS), search and rescue (SAR) and other critical police missions.
The primary mission of VSP’s Aviation Division is to provide SAR, law enforcement and medical evacuation. It currently operates five Bell 407s, one Airbus EC145, one Bell 412EPI and three Cessna Turbo Stationairs. During its nearly 40-year tenure, the Aviation Division has recorded more than one 100,00 flight hours responding to flight requests across the Commonwealth of Virginia.
“Our team is proud to deliver this new multi-mission helicopter to VSP,” said United Rotorcraft President Larry Alexandre. “What VSP does for the citizens of Virginia aligns 100% with our purpose as a company, and we are committed to continuously innovate in the field of critical equipment in support of similar lifesaving and protection missions.”

German State Orders Two Aircraft for Police Fleet

The Ministry of Interior of Rhineland-Palatinate has ordered two Airbus H145s for its police force. Rhineland-Palatinate is a southwest German state bordered by France, Belgium and Luxembourg. The helicopters will replace the state’s current H135 fleet and will be operated by the police helicopters squadron in Winningen. The first delivery is planned for early 2024.
The new version of Airbus’ best-selling H145 light twin-engine helicopter was unveiled in 2019. The latest upgrade adds a new, innovative five-bladed rotor to the multi-mission H145, increasing the useful payload. The simplicity of the new bearingless main rotor design also eases maintenance operation, further improving the benchmark serviceability and reliability of the H145. Powered by two Safran Arriel 2E engines, the H145 is equipped with full authority digital engine control (FADEC) and the Helionix digital avionics suite. Its particularly low acoustic footprint makes the H145 the quietest helicopter in its class.

Generous Donor Gives Local Sheriff's Office A Helicopter

The San Miguel (CO) Sheriff's Office announced the acquisition of a helicopter, an Airbus H125, last month. The aircraft was generously donated by an anonymous donor and will be used for missions such as SAR and firefighting, according to the Sheriff’s Office. The department said that this helicopter will be primarily used for high-performance missions at high altitudes and is the only helicopter to have landed and taken off from Mount Everest at just over 29,000 feet.
Sheriff Bill Masters said, “This is a valuable and much appreciated new asset. When we need air resources, we need them ASAP. This will help us best respond to emergency situations that require aircraft and allow us to assist other regional agencies who may need it.”

Suffolk County Conducts Fire Island Joint Training Exercise

Officers from the Suffolk County (NY) Police Department (SCPD) Aviation Section along with a flight paramedic conducted training for their fire and EMS personnel last month. Training conducted focused on landing zone safety, water rescue capabilities, medevac operations and aircraft response, rescue and firefighting. The Ocean Beach Fire Department hosted the event and the Point O’Woods, Ocean Bay Park, Fair Harbor and Saltaire Fire Departments participated in the training.
The Aviation Section provides a vital lifeline to the tens of thousands of people who visit the barrier beach communities each summer, landing at ball fields and specially constructed wood helipads to transport sick and critically injured people to mainland hospitals. In addition to medevac operations, SCPD helicopters also conduct maritime search and rescue missions in hundreds of square miles of water that surround Suffolk County.

Maryland's 'Trooper 7' Celebrates 35 Years in Southern Region

July was the 35th anniversary of the establishment of a permanent Maryland State Police Aviation Command (MSPAC) helicopter base in Southern Maryland region, known as Trooper 7. There are currently 16 men and women staffing the Southern Maryland Section serving the region 24 hours a day, seven days a week, and 365 days a year.
Like all MSPAC sections, Trooper 7ʼs crews are some of the best-trained aeromedical professionals in the world. Members of Trooper 7 include MSPACʼs 2021 Non-Commissioned Officer of the Year, Sergeant Tabitha Long, a 17-year veteran, and the Aviation Maintenance Technician of the Year, Michelle Beatty.
Last year, Trooper 7ʼs crews responded to an average of 400 medevac calls, 16 law enforcement and 25 search and rescue missions. Local emergency medical providers also delivered numerous patients to Trooper 7ʼs hangar for helicopter transport to a trauma or specialty care center when on-scene landings are not possible.
The MSPAC has served Maryland citizens since 1970, and operates a fleet 10 helicopters from seven bases throughout Maryland. Missions include medevac, law enforcement, search & rescue, homeland security and disaster assessment.

Queensland Police To Acquire Three New Bell Aircraft

The Queensland Police Service (QPS) is acquiring three new Bell 429 helicopters for its POLAIR fleet. The aircraft, with an expected delivery of fourth quarter 2023, will be used to patrol southeast Queensland and support crime fighting efforts in the community. The purchase is part of a new long-term contract that the QPS signed with Surf Life Saving Queensland (SLSQ), a not-for-profit Queensland organization, to operate vital POLAIR aerial capabilities through 2034.
“The selection of the Bell 429 by the Queensland Police Service reinforces the Bell 429’s reputation as the next-generation law enforcement helicopter. The Bell 429 has proven its capability to meet the rigorous demands of police aviation units across the globe with demonstrated high availability rates and safety metrics,” said Jacinto Monge, managing director, Asia Pacific, Bell. “We look forward to working with our partners SLSQ and Jet Aviation Australia to ensure a smooth entry into service and seeing the POLAIR Bell 429s serving Queenslanders.”
The Bell 429 twin-engine platform is relied on by law enforcement agencies and search and rescue organizations like the Canadian Coast Guard, Indonesia National Police, New York Police Department, Royal Thai Police, Swedish National Police and many more. In Australia, the QPS will join the New South Wales Police as Bell 429 operators, with the latter launching operations of their three new Bell 429 helicopters last year.

Nominations Open For 2023 HAI Salute to Excellence Awards

HAI is accepting nominations for its annual Salute to Excellence Awards program. The deadline for all nominations is Sep. 14, 2022. These awards recognize superior achievement across the rotorcraft industry and are open to individuals, teams or organizations that work with helicopters and remotely piloted aircraft systems. The Salute to Excellence award winners will be honored during HAI HELI-EXPO 2023 in Atlanta, GA on March 6–9.

Florida FWC Aviation Unit To Expand Conservation Law Enforcement Capabilities

The Florida Fish and Wildlife Conservation Commission (FWC) has ordered two Bell 505 helicopters that will aid in multi-mission law enforcement operations for FWC’s Division of Law Enforcement. The FWC Division of Law Enforcement is responsible for patrol and investigative law enforcement services over more than 8,400 miles of coastline, 13,200 square miles of offshore waters, and more than 34 million acres of land.
“The Bell 505 advances an agency’s ability to readily respond to emergencies on the ground, sky or water. Bell is proud the FWC has selected the Bell 505 as its choice aircraft to advance the vast mission of the agency,” said Lane Evans, managing director, Bell North America.
The Bell 505 combines the latest avionics and engine control technology with a large open cabin that provides panoramic views for resource management. A fully integrated Garmin G1000H NXi avionics suite and dual channel FADEC controlled Safran Arrius 2R engine provide pilots of all skill levels with maximized situational awareness and workload reduction to fly successfully in a multitude of scenarios.

Fairfax One Aircrew Pays Visit To Civil Air Patrol Cadets
The Burke Composite Squadron of the Civil Air Patrol got an up-close look at the Fairfax County Police helicopter when it landed at Washington Irving Middle School's field last month. The squadron is made up of senior members 18 and older and cadets that are 12 to 18 in age; it is one of 22 squadrons in the Virginia Wing of the Civil Air Patrol. The Civil Air Patrol is the official auxiliary of the U.S. Air Force, providing members Civil Air Patrol opportunities like search and rescue, flying in Cessna aircraft, cybersecurity, and more.
One of those opportunities is interaction with Fairfax County Police Department, allowing cadets to learn about search and rescue efforts and the Fairfax One helicopter. The latest visit allowed 40 cadets to get a close look at the helicopter, climb in the seats and receive details from the aircrew about law enforcement and rescue missions. Given the Civil Air Patrol's focus in aerospace education, Fairfax One's visit was a worthwhile experience for cadets.

Man Arrested After PSNI Aircraft Repeatedly Lased

A man has been arrested after a Police Service Northern Ireland (PSNI) Air Support aircraft was repeatedly targeted with a laser near Belfast last month. The agency slammed the action as “absolute madness” after it was revealed that the aircraft, Police 45, was targeted while conducting operations. PSNI Air Support reported that the laser was shone at the aircraft a number of times and said, "There is NEVER a good reason to point a laser at an aircraft." The man was quickly arrested by officers and is now being considered for prosecution.
