Drone Skills: NIST's UAS Standard Test Methods Training Courses

APSA is offering both the National Institute of Standards and Technology (NIST) Basic and Advanced sUAS Standard Test Methods Proctor Training Courses. In both courses, attendees will learn how to fabricate apparatuses, conduct trials, and embed them into their own training and credentialing programs.
The Basic Course covers two of the four different NIST “test lanes”: Basic Proficiency Evaluation for Remote Pilots (Part 107 qualification) and Open Test Lane. In addition, everyone who successfully completes the course will have the opportunity to become an APSA Basic Proficiency Evaluation for Remote Pilots (BPERP) flight evaluation proctor.
The Advanced Course addresses managing the NIST obstructed and confined test lanes, night operations, beyond visual line of sight (BVLOS) operations and embedding apparatus within scenarios. Ideally, attendees will have previously completed the APSA NIST Basic sUAS Standard Test Methods Proctor Training Course.
Both courses consist of 24 hours of classroom and hands-on flight instruction and evaluation at a cost of $575. Upcoming NIST courses scheduled to date are:

Violent Carjacking On The Rise in Toronto; Air 2 Tracks Down Suspects

York Regional Police (YRP) released a video from its Air 2 helicopter last month showing the arrest of two suspects who allegedly stole a Mercedes, the latest in a string of armed vehicle thefts that has prompted police services in the Toronto area to create a Carjacking Task Force. YRP is leading the task force, which includes Toronto Police, Peel Police, Durham Police, Ontario Provincial Police and the Criminal Intelligence Service of Ontario.
In this arrest, police said a driver was sitting in his Mercedes in a shopping center’s parking lot when two men armed with handguns approached him. The suspects assaulted the driver and stole his watch, wallet and cellphone before fleeing the scene in his vehicle, police said. A police helicopter tracked the suspects and the stolen vehicle to a Toronto address. Air 2’s aircrew was able to locate the vehicle parked on a dead-end street. Two people then exited are then seen getting out of the vehicle.
In this video, the two suspects are seen making a dash, jumping fences and running through backyards to evade arrest. A short time later, police are seen apprehending the two suspects. The two 19-year-olds were arrested and charged with robbery with a firearm, disguise with intent and possession of a loaded prohibited or restricted firearm.

Minnesota Aircrew Experiences Bird Strike Mid- Flight

A Minnesota State Patrol pilot was injured on May 18 when a duck crashed through helicopter’s windshield mid-flight on the way back from a mission. The pilots were able to continue flying to the Minneapolis-St. Paul Airport, where emergency services were waiting. The co-pilot suffered a suspected head injury and was examined at a St. Paul hospital before being released, MSP officials said in a series of tweets. The co-pilot who was struck was wearing his helmet and had his shield down, said Sgt. Jesse Grabow. “The pilot was in control and remained in control of the helicopter, returned and landed,” Sgt. Grabow continued.
The bird did not survive and was found inside the helicopter. “Bird strikes happen, but most of the time they are not known until after the return of a flight,” Sgt. Grabow said. Damages to MSP’s Bell 407 are still being assessed.

Vegas Man Arrested on Eight Counts For Pointing Laser at Aircrew

A Las Vegas man is facing eight felony counts of assault with a deadly weapon on a protected person after he pointed a laser at a Las Vegas Metro Police Department (LVMPD) helicopter. The 42-year-old man pointed the laser at the aircrew as they were investigating a possible shooting. The aircrew radioed the man’s location to a patrol unit. Officers found the man in the driveway holding a young child and found a handgun with a laser attached nearby.
When questioned by officers, the man admitted he knew there were two officers in the helicopter and that it was a police helicopter. He also admitted he pointed the gun at the helicopter “four to five times,” but said it wasn’t loaded. Police said there was no ammunition in the chamber but there were 13 rounds in the magazine.
Police said the man’s actions distracted the officers. “The air unit was investigating a possible shooting when they got distracted due to {him} pointing the handgun and laser at the aircraft,” the report said. Aiming a laser at an aircraft violates federal law. In 2021, the FAA reported 9,723 laser incidents, up from 6,852 in 2020.

Let'Chat: Join APSA's Online Meeting Groups

APSA conducts regularly scheduled online meetings for safety officers, maintenance technicians, SAR and Natural Resources personnel, and UAS operators that you can join using your computer, mobile device or phone. To facilitate this, the UAS, Safety Officer and Maintenance Technician Meeting Groups meet once every two months, and the SAR Personnel and Natural Resources Meeting Groups meet quarterly.

Suspect In Stolen Vehicle Causes Chase Across Six Florida Counties

A Florida man was arrested after leading several law enforcement agencies in a high-speed chase across multiple counties in a stolen Mercedes SUV. The Martin County Sheriff’s Office (MCSO) said that the Florida Highway Patrol sent an alert about a stolen vehicle heading into its jurisdiction at a high rate of speed. The 20-year-old man led authorities on a chase along Florida’s Turnpike through Orange, Osceola, Indian River, Okeechobee, St. Lucie, and Martin Counties. “The danger to innocent lives related to this crime cannot be overstated,” the Sheriff’s Office said.
Martin County deputies tried to initiate a traffic stop, but the driver kept going at a high rate of speed, so the Sheriff’s Office ended its ground pursuit. However, the MCSO’s Aviation Unit continued to follow the SUV, which deputies said was traveling more than 150 mph with its headlights turned off. The chase came to an end when deputies deployed stop sticks, deflating the vehicle’s tires. The man then got out of the vehicle and tried to run into the woods before deputies deployed a K9 to apprehend him.
The man was charged with grand theft of a motor vehicle, fleeing with a disregard for safety and obstruction. “Every agency and every person on shift last night —from dispatch, aviation, K9 to road patrol-- did an outstanding job ending this pursuit with no injuries or loss of life,” the MCSO said.

Crackdown On Omaha Speeders, Aircrews Help Stop Drivers

The Nebraska State Patrol (NSP) and Omaha Police Department conducted its first two-night enforcement effort focused on speeding drivers. “Excessive speeding has been a problem for years in the Omaha metro area,” said Captain Matt Sutter. “Each summer, our troopers and partner agencies team up for these operations in an effort to raise awareness and remove dangerous drivers from the road.”
During the two days last month, officers arrested four drivers each day that fled traffic stops. In each case, an aircrew was able to track the suspects from the helicopter and direct officers on the ground to make an arrest. Three chases involved motorcycles with speeds exceeding 100 mph. Each case ended in an arrest without further incident.
“These offenders have demonstrated indifference to the safety of others on the road,” said Captain Sutter. “Excessive speeding is extremely dangerous and can lead to tragic outcomes. These cases are great examples of teamwork between agencies to make the roads safer for all.”
NSP and partner agencies will conduct several more enforcement operations focused on excessive speeding throughout the summer, thanks in part to grant funding from the Nebraska Department of Transportation Highway Safety Office.

State Trooper-Pilot Lased During Statewide Manhunt

A 40-year-old woman was taken into custody after she shined a green laser pointer at a Virginia State Police aircraft, blinding the pilot for several minutes. At the time, police were operating a fixed-wing aircraft while conducting a statewide manhunt for a wanted man suspected of stealing a vehicle and shooting out of the window at officers, among other charges.
The pilot of the aircraft was surveying the area just before 11 p.m. when someone pointing a laser pointer from the ground temporarily blinded him. The pilot regained vision several minutes later, and with the help of his co-pilot, the two were able to identify the source of the laser and provide state troopers with an exact location and address.
Police said the laser continued to strike and track the aircraft as it continued to circle the area and assist with search efforts. The Town of Crewe Police Department and Virginia State Police worked together to identify the suspect. She was found with the laser pointer and taken into custody without incident.

Wheeling Police Welcome New Drone and Equipment

Members of the Wheeling (OH) Police Department's new Unmanned Aerial Reconnaissance Team (UART) conducted a demonstration of its new police drone last month. Currently the UART is composed of four police officers and the department’s crime analyst.
“I haven’t been this excited about a police department acquisition in a long time,” Wheeling Police Chief Shawn Schwertfeger said. “This is something that’s been on our strategic plan for several years. I’m really proud of Cpl. Jason Martin — who led up this program, as he does with several other programs — and the team that has accepted the challenge and is ready to rock and roll.”
The new police DJI Matric 300 drone has multiple cameras and a number of useful accessories, such as a speaker and microphone that would enable the team to communicate with someone remotely with the drone. The drone can also maneuver in light rain and reasonably adverse weather conditions, as was the case during the demonstration. Martin led the demonstration from inside the Wheeling-Ohio County Homeland Security and Emergency Management Agency’s mobile Unified Command Center, which housed a large high-definition monitor displaying views from the drone’s multiple cameras.
“We’ve experienced a lot of these incidents before — flooding, traffic crashes and searching areas that are not accessible by vehicle,” Martin said. “A lot of times without easy roadway access, it’s hard to get a full picture of what’s happening. Having the drone — and having our team trained and ready to go — will help greatly in any type of emergency.”

Mission Aircraft On Summer Demo Tour, Makes Stop AT APSCON
Diamond Aircraft and Air Bear Tactical Aircraft will be demonstrating an outfitted law enforcement aircraft that will be on a national tour this summer, including a stop at APSCON 2022 in Reno, NV. The DA62 Multi Purpose Platform (DA62MPP) airplane combines advanced modern avionics, efficient clean-burning twin engines, advanced carbon fiber airframe with a purpose-built platform specifically designed for plug-and-play of ISR technology. Together with partners Haivision, Vislink Technologies, CarteNav and Trakka Systems, the special mission aircraft will be on tour in July and August to show its capabilities in the field.
The DA62MPP aircraft has the space, performance and low direct operating cost to be able to deploy more hours every shift, as well as hitting all the marks for safety. This is a modern twin-engine aircraft equipped with state-of-the-art G1000NXi glass cockpit and a fully integrated autopilot. It is powered by two turbo charged Mercedes Benz diesel engines that burn jet fuel, and it is so radically fuel efficient that it can stay airborne for up to eight hours. The carbon fiber material provides for unlimited airframe life and is not subject to corrosion, even in coastal or humid environments. This all adds up to an advanced purpose-built platform with extremely low direct operating cost. Michigan Agencies Team Up To Fight Wildland Fires

Last month, a Michigan State Police UH-1 helicopter hovered low over a northern Michigan lake to fill a 320-gallon collapsible Bambi Bucket owned by the Michigan Department of Natural Resources (DNR). The Huey carried the water back to the fire area and released its load to calm the flames. “It’s another important tool in the toolbox when it comes to fighting fires,” said Dan Laux, Fire Section Manager for the DNR’s Forest Resources Division. “The Bambi Bucket can help in the early stages of a fire to keep it manageable, keep it small, especially in an area that’s hard to access.”
“We’ve worked with the DNR for years on different projects within aviation and outside of aviation, and this is further expanding the cooperation between the two agencies,” said Lt. Patrick Lawrence, Chief Pilot for the MSP Aviation Unit. The idea was initially presented to the MSP by former DNR Fire Section leader Jim Fisher and pilot Bill Green in 2016, both of whom have since retired.
MSP acquired the helicopter from federal military surplus. Meanwhile, DNR fire staff worked to purchase the bucket, which costs about $25,000, with federal grant money. The two agencies also had to craft a plan for how the partnership would work.
“This was a great opportunity to utilize existing aerial resources within the state for wildfire suppression. Both agencies saw the mutual benefit of working together to protect natural resources, life and property during wildfire events. The addition of the Bambi Bucket adds to the long history of collaboration between the two agencies,” said Kevin Jacobs, DNR Aviation Manager.
So far in 2022, the DNR has worked to suppress 138 fires covering more than 2,900 acres across the state.

Brawl Breaks Out At Massive Boat Party

Hundreds of people gathered for a massive boat party called “Mayhem at Lake George 2022”, held not far from Daytona Beach, FL. Video captured by the Volusia County Sheriff’s Office helicopter zeroed in on one fight on a floating DJ deck in which several people were seen throwing punches, kicking and wrestling one another into the water. “I got one guy pretty bloodied up,” an officer announced over the police radio. Seconds later, he called for a rescue crew, reporting that a man was unconscious and “bleeding heavily from the face”. face.”
Numerous law enforcement agencies responded to the scene and, among them, issued 38 boating citations, 108 warnings and arrested five people. Volusia County Sheriff Mike Chitwood said that one of the biggest challenges was in cutting through the crowd to reach the injured man. “It took a while to get the medical attention to him. It took a while to get him to a landing zone where Air One had to improvise to land, which was a feat in itself. They landed on basically a postage stamp,” he told reporters.

Dubai Police Aircrew Rescues Man From Ship With No Helipad

An aircrew from the Dubai Police Air Wing airlifted a 64-year-old Polish sailor from a commercial ship after he suffered a heart attack. Colonel Khalfan Al Mazrouei, Deputy Director of the Dubai Police’s Air Wing Centre, said the agency was alerted about the situation and the Air Wing was able to locate the ship at 28 nautical miles in the Arabian Sea. The ship had no helipad, and paramedics had to be hoisted down to the ship as the police helicopter hovered above the vessel. They used a rescue crane to lift the sailor on to the chopper.
“Once the sailor arrived safely on board, the paramedics provided all necessary medical aid while he was being transported to the hospital for further treatment,” Col Al Mazrouei said. The aircrew's “swift response and professionalism” contributed to saving the sailor's life, he added. Watch the video here.

Florida Man Tried To Elude Deputies By Swimming In Waterway

A Florida man tried to elude Sarasota County (FL) Sheriff’s Office deputies by swimming in the Intracoastal Waterway. He first tried to steal a boat that was docked. Before the deputies arrived, a witness saw the man jump from the stolen boat and start swimming.
The SCSO Aviation Unit was called and captured the man attempting to conceal himself underwater. Watch the video footage here.
The Aviation Unit guided K-9 and patrol deputies to his location. The 35-year-old man was then captured and charged with attempted grand theft of a motor vehicle and resisting arrest with violence. On Twitter, the Sheriff’s Office posted, “Thanks to great teamwork and quick action, the would-be thief is now behind bars!”

FAA's Drone Safety Day on June 18

Drones are fastest growing segment of aviation in the United States. As of January, approximately 860,000 drones were registered and the Federal Aviation Administration (FAA) has certified over 260,000 remote pilots. These numbers are projected to continue to grow.
The FAA is inviting the drone community to be part of its 2022 Drone Safety Day campaign on Saturday, June 18. The five focus areas of Drone Safety Day are education, economics, equity, environment and emergencies. Since 2019, the FAA has hosted the annual campaign dedicated to drone safety and best practices. Safety is a shared responsibility that requires the community and the FAA to work together.

Teen Posed As Police Officer, Points Laser At BCSO Helicopter

Authorities have arrested an 18-year-old on accusations that he was posing as a police officer and pointed a laser at a Broward County (FL) Sheriff’s Office Aviation Unit helicopter last month. The man illegally used red and blue lights on his car to stop traffic during a car show in Fort Lauderdale. After he pointed a laser at the BCSO aircrew and following a brief pursuit, the man was taken into custody, according to police.
The man is facing several charges, including fleeing and eluding and unlawful use of blue lights, as well as a charge for pointing a laser light at a driver or pilot.

Police Aircrew Share Video of Shark-Infested Waters

A video captured by the Pasco County (FL) Sheriff’s Office Aviation Unit shows dozens of sharks circling in waters off the Gulf Coast near boaters and swimmers last month. “A day in the water is a fun way to beat our Florida heat, but it's important to be aware of the dangers below the water as well as above," the Sheriff’s Office said on social media. The Sheriff's Office cautioned beachgoers and swimmers to familiarize themselves with water safety tips before heading into the water.
